Medicaid Waiver Fact Sheet

1915(c) Home and Community-Based Services (HCBS) Waivers - October 2019. The federal Medicaid program allows states to “waive” certain Medicaid requirements when they create 1915(c) HCBS waiver programs. This means the elderly or individuals with disabilities who wouldn’t typically qualify for Medicaid receive the services they need to live in the community as independently as possible.

All applicants must meet the financial eligibility requirements for Medicaid. There are special financial qualifications applied to the waiver programs.

How to apply: Online at benefind.ky.gov  or in person at a Department for Community Based Services (DCBS) office, a Community Mental Health Center (CMHC), an Area Agency on Aging (AAA), or an Area Development District (ADD).
